Click on Tools from the menu bar and Internet Options. Click on Connections label from Internet Options window. Click on LAN Settings button, and fill like below in the window that appears.
Click OK to save changes

 Netscape Communicator 4.x configuration for proxy/caching


Click on Edit from menu bar and Preferences. Click on the "+" sign from the Proxies label, select Proxies and Manual proxy configuration. Click on View button.
